This study examines the negotiations on the New International Economic Order (NIEO) which took place during the 1970s and early 1980s, against the background of the evolution and structure of the international economic system and the emergence of the developing countries as significant actors in that system. It presents a comparative analysis of the approaches and strategies adopted by the developing countries in the negotiations. At the same time, it explores the concept of economic co-operation among the developing countries as a strategy for changing the configuration of the power relations between them and the developed countries. Professor Benn argues that the current struggle by the developing countries in the World Trade Order (WTO) and other similar fora to establish an equitable international economic system is essentially a continuation of the negotiations that began with the New International Economic Order (NIEO).
